A high-level Ghanaian delegation
led by Professor Augustine Ocloo, Deputy Director-General of the Ghana Tertiary
Education Commission (GTEC) and supported by the Acting Head of Policy and
Planning, Dr. Evans Takyi Ankomah-Asare, successfully concluded a strategic
engagement with the University of South Africa (UNISA) and the South African
Department of Higher Education and Training (DHET) on April 14, 2026, at UNISA’s
Muckleneuk Campus in Pretoria.
The dialogue focused on
operationalizing the 2024–2028 Plan of Action, with an emphasis on regulatory
trust, quality assurance alignment, and institutional partnerships. Professor
Ocloo underscored that robust regulation under the Education Regulatory Bodies
Act, 2020 (Act 1023) is the foundation of international academic collaboration.
Key outcomes include:
- Proposed UNISA Learning Centre in Ghana: UNISA
formally expressed interest in establishing a well-resourced Learning
Centre in Ghana to support its Open and Distance Learning (ODL)
programmes, leveraging data showing Ghana as the second-highest participant
(over 300 students) in UNISA’s PhD programmes.
- Capacity Building: UNISA offered specialized
training for GTEC staff and Ghanaian tertiary stakeholders on regulating
and managing large-scale ODL systems.
- Next Steps: UNISA will undertake an official
visit to Ghana to sign a Memorandum of Understanding (MoU) with GTEC,
finalizing the framework for the Learning Centre and staff training
initiatives.
- Future Priority: Formalizing a qualifications
recognition framework with the South African Qualifications Authority
(SAQA) remains a top priority.
The engagement reaffirms GTEC’s
commitment to transparent governance, STEM prioritization, and expanding access
to quality tertiary education for Ghanaian professionals.
